Is there a way to detect cell phones?

I need a cell phone detector. I am looking for a device that will detect if a cell phone is in a given area so that I can locate it. It is not to hack, listen in on conversations, or anything illegal.

I heard that the police use something like this. Is cell phone detector available to the public?
