How come people don’t install car tracking devices in case it is stolen?

I remember reading that Hulk Hogan installed car tracking devices in his daughters car. This was years ago. Why don't more people use car tracking devices in case their car is stolen or something? Where can they be purchased?
You have to remember, the IQ of the average person across society is so low it would shock you. People just are not that aware of their options. If they don't see it in Walmart, then it doesn't exist.

Have one in my car (although I don't believe it's tied into the engine… it might be… idk). Doesn't cost that much and they recover the car (on average) 15 minutes after being notified.
lots of new cars have this from the factory. i think onstar can even do this if you can prove you're the owner of the car. there are aftermarket systems available that usually install under the seat that allow people to track their vehicles online. they're not always popular because most people don't want people to be able to see where they're at or where they went or even how fast they're going.
